First you must confirm that there is not an existing
national association for your country. If a Yudo national association, i.e. an
established member of the IYF, does not currently exist, an interested party may
submit a letter of intent to the IYF. After receiving the letter of intent, the
IYF will acknowledge the interested party as an applicant. The applicant, which
may be an individual or a group, then has ninety (90) days to submit a completed
application and nonrefundable fee of $500.00USD in certified funds. If this
happens, the applicant becomes a candidate for membership. The candidate then
has one year to complete the following administrative requirements:
a. Establish a board of directors encompassing the entire
nation geographically and representative of the ethnic, religious, and social
demographics of the nation. The intent herein, is not to proportionally
represent the make-up of the population but rather to insure that the candidate
truly represents the people of the nation and not just a region of the nation or
a selective segment of the people forming the nation.
b. Adopt, by action of the board, a name for the
association. The name should include the name of the country and must include
the terms "Yudo" and "Association".
c. Adopt a constitution and bylaws conforming to the legal
standards of the nation for an educational organization.
d. Apply for a charter or other such document as may
pertain to the national system in effect, allowing the candidate to conduct the
educational and training programs of Chung Tong Yudo within the country. Note
that the charter, or other appropriate document, need not be issued at this
stage but it will need to be obtained before full membership in the federation may
be granted.
e. Submit a completed application.
f. Submit the remaining amount ($2,000USD in certified
funds) of the annual membership fee in the federation. This membership fee is
then due annually, in order to maintain membership in good standing.
g. Once the completed application and the membership fee
are
received by the International Yudo Federation and accepted, a letter confirming
candidacy status for the association will be issued. At this point, the
association may openly begin recruiting membership. Note: In all of its dealings
from this point forward, the association may use the terms "Yudo", "Chung Tong
Yudo", and "ChungTongKwan Yudo" in its business dealings, but must always
indicate that it is a "Candidate" for membership in the International Yudo
Federation . Falsely representing that it is a full member of the federation is
cause for revocation of the association's candidacy status.
h. Develop and implement, under the supervision of the
board of directors, such administrative policies and practices as may be
necessary to conduct the business of the association in a professional manner
observing all applicable laws and meeting the existing national standards of
business practice.
i. Develop and implement, under the supervision of the
board of directors, such financial policies and practices as may be necessary to
conduct the business of the association in a professional manner observing all
applicable laws and complying with the nation's generally accepted financial and
accounting standards and practices.
j. Develop and implement, under the supervision of the
board of directors, a written business plan for the association. This plan shall
incorporate short-term, intermediate-term, and long-term planning components,
and shall provide for objective and measurable criteria for evaluation of
business success. The board of directors shall also appoint an appropriate
officer of the corporation to regularly audit the association's performance
measured against this business plan and to provide regular reports to the board of
directors relative thereto.
The candidate has another year to complete the following
instructional requirements:
a. The candidate must adopt, by resolution of its board of
directors, the rank requirements (promotion criteria) of Chung Tong Yudo.
b. The candidate must adopt, by resolution of its board of
directors, the education and training curriculum of Chung Tong Yudo.
c. The candidate must agree, by resolution of its board of
directors, to use the instructional material for ChungTongKwan Yudo developed by
the International Yudo Federation.
d. Provide for the translation, publishing, and
dissemination, of ChungTongKwan Yudo instructional material in the national
language(s), in accordance with the copyright and trademark rights of the
International Yudo Federation.
e. Develop and implement a 3-year plan for a
national training program. This plan must include the following:
1. An on-going year-round instructor training program
adequately meeting the needs of association members.
2. A standardized nationwide testing program adequately
meeting the needs of association members.
3. Association augmentation of ChungTongKwan Yudo
instructional material developed by the International Yudo Federation, as
required to meet the needs of the national culture or conditions.
4. A program of quarterly weekend workshops and an annual
week-long seminar, providing education and instruction in support of the
ChungTongKwan Yudo curriculum and the professional development needs of the
association and its members.
e. Establish, by resolution of the board of directors, a
committee to study the efficacy of the current 3-year plan for the national
training program and to develop the goals, objectives, and methodologies for the
follow-on 3-year plan.
The candidate has yet another year to complete the
following program requirements:
a. Develop and implement, by resolution of the board of
directors, a 5-year membership growth program.
b. Develop and implement, by resolution of the board of
directors, a companion program to the 5-year membership growth program,
providing for the structured growth and development of local and regional
organizations to meet the reasonable and foreseeable needs of the association
and its members.
c. Develop and implement, by resolution of the board of
directors, a business support program addressing the needs of the training
facilities affiliated with the association.
d. Develop and adopt, by resolution of the board of
directors, a professional development program addressing the education and
training of the following targeted groups:
1. Association management education and training for
individuals who provide leadership within the association, from the national
level to the regional and local levels.
2. Business education and training for individuals who
operate the training facilities affiliated with the association.
3. Professional development education for instructors.
(Note: This is not instructor certification training. It is continuing education
for existing instructors.)
Not later than the fourth anniversary date of the
association being certified as a candidate for membership, the candidate shall
request of the federation the presence of an authorized federation official for
a week long national-level seminar. This official will teach, as requested in
advance; certify instructors as needed, after proper examination; and conduct
promotion examinations, as requested in advance. This official will also conduct
an audit of the candidate's administrative, instructional, and program
activities. The cost of the travel, housing, and meals of this official, and up
to two assistants, will be paid by the candidate. [Note: If more than two
assistants accompany this official, their expenses will be borne by the
federation.] This official shall submit a written report on his/her findings to
the federation within ten (10) of returning from the visit.
When all of these requirements are met and the intent
accomplished, the candidate association will be admitted to full membership in
the International Yudo Federation. The national association retains its
membership in the international federation as long as it continues to meet the
requirements for such member bodies.
This process, while detailed, is actually quite simple and
provides an effective means to assist the new national Yudo association in
addressing most of the components necessary for long term success. The
organization which emerges from this process conforms to the generally accepted
international standards for such bodies. Due to the uniqueness of ChungTongKwan
Yudo, however, the international standard being applied is that of academic and
professional bodies rather than that of sports and entertainment. This is
necessary due to our educational standards, as well as that of our program
content.
